PPP dans les prisons : la Cour des comptes épingle la gestion privée

Un rapport de la Cour des comptes du 19 juillet 2010 épingle la gestion privée du secteur pénitentiaire. La Cour dénonce notamment la gestion des cantines par les prestataires privés. Elle fait état "d'écarts de prix injustifiables" entre les mêmes produits proposés aux détenus. Ainsi, un pot de Nutella coûterait 2,40 euros dans la prison d'Ensisheimen mais 4,16 euros dans celle d'Aix-en- Provence et la Cour de constater que les prix les plus élevés sont généralement recensés dans les établissements en gestion déléguée... Elle s'interroge également sur les différences de coût de la formation professionnelle, constatant qu'une heure de formation revient à 7,28 euros en gestion publique, contre 17,23 euros en gestion déléguée. Ces données corroborent-elles les propositions de Hart, Shleifer, Vishny (1997)???

Call for paper - 9th Conference on Applied Infrastructure Research (Infraday)

The Workgroup for Infrastructure Policy (WIP) at Berlin University of Technology (TU Berlin), the German Institute for Economic Research (DIW Berlin), the Institute for Economic Policy Research (IWW) at University Karlsruhe and the Chair for Energy Economics & Public Sector Management (EE2) at Dresden University of Technology will hold the 9th Conference on Applied Infrastructure Research on 8-9 October, 2010. It is a forum of debate among academia, practitioners, and policy makers. This year's topic is "Sustainable Infrastructure - Theoretical and Policy Challenges". The sectoral foci are transport, energy, telecommunication & internet, water, waste, and the health sector.

Top 20 most cited articles published in the JEBO 2005-2009

Some years ago, when i was (still) a young Professor, I decided to organize a workshop on the theories of the firm. I contacted one of the leading figures of the field, Bob Gibbons - MIT. We never met before, but I was convincing enough (and Bob was curious enough) for him to come and give a lecture on four formalizable theories of the firm. Several years after this workshop, I edited with a colleague of mine (Pierre Garrouste) a special issue in the Journal of Economic Behavior and Organization with a collection of papers coming from this workshop. It is a pleasure to see that few years after some of them are often cited, and especially the one written by bob that is in the top 20 most cited papers of the review. 

I hope we will be able to do the same with the coming June conference - good papers are selected for the conference and a special issue regrouping papers on a common topic - such as public-private contracts challenges - could be a valuable output of the conference.
