Abstract: Over the last 35 years or so, governments around the world have enhanced the participation of private agents to deliver a wide variety of goods and services, traditionally delivered by the public sector. The development of public–private partnerships (PPPs) has been, and continues to be, one of the most popular contrac- tual forms this increased private sector role has taken. Despite this long lasting interest, robust theoretical and empirical research on the efficiency of such partnerships has, however, only emerged relatively recently.
